CQC Registration: A Guide for New Care Providers

Getting a new care service off the ground is exciting – but it also comes with important legal steps. If you plan to provide regulated health or adult social care in England, you must register with the Care Quality Commission (CQC) before you begin. Operating without CQC registration isn’t just a bad idea – it’s a criminal offence. CQC will expect you to demonstrate that your service will be safe, effective, caring, responsive and well-led. In practice, this means carefully preparing your paperwork and proving you can meet the fundamental standards of care. Don’t worry – you don’t have to tackle this alone. Many new providers feel overwhelmed by the complexity of CQC’s rules. The regulators insist on detailed preparation. For example, before you even apply you’ll need to:

  • Get a DBS check for your main point of contact.

  • Appoint a Registered Manager (and a Nominated Individual if your service is a company).

  • Draft a clear Statement of Purpose describing exactly what your service will do.

  • Prepare all supporting documents (policies, procedures, and sometimes a business plan with market analysis).

  • Make sure your premises are inspection-ready.

If any of these pieces are missing or incomplete, CQC will simply return the application and ask you to fill in the gaps. This initial “validation” step usually happens within a few days, so it’s better to have everything in place from the start. Before you hit submit, double-check that every section is complete – CQC will not process an application that’s missing information. Once your application is in, the waiting begins. CQC processes applications in the order received. You may have to be prepared for a CQC inspector to schedule a site visit and interviews (usually with the Registered Manager and Nominated Individual). Because CQC’s process is thorough, it can take several months to get the final decision. In practice, providers often see a Notice of Decision (approval) or a Notice of Proposal to Refuse around 10–12 weeks after initial checks, assuming no delays. The key is that CQC must be satisfied you meet all regulatory requirements before saying “yes”. (That’s another reason our detailed preparation pays off!)

What about Scotland, Wales, or Northern Ireland? If you plan to offer care outside England, remember each nation has its own regulator. In Scotland, Healthcare Improvement Scotland (HIS) handles health services, while the Care Inspectorate (CI) regulates social care. Wales has Healthcare Inspectorate Wales (HIW) for health and Care Inspectorate Wales (CIW) for social services. Northern Ireland’s regulator is the Regulation and Quality Improvement Authority (RQIA). (CQC’s website even notes that providers operating in multiple nations “may have to register with the relevant local regulatory authority as well”.)
